COMMUNE KOBILJE: Presentation material - Industrial Estate / Industrial Park

Introduction

Commune Kobilje has based its further development on stimulation of small and middle craft, services and appropriate industry. Those activities are planned to be concentrated in Kobilje Industrial Estate / Industrial Park.
In this document we want to present basic data about Kobilje and its Industrial park to potential investors.

About Kobilje

Kobilje is a village at Northeast part of Slovenia, close to Hungarian border. It is one of three communes in Slovenia consisting only of one town / village. Kobilje occupies approx. 20 km² and has 600 inhabitants.

Approximately 15 km from Kobilje there is the connection to highway (to be opened this summer) that connects Slovenian capital Ljubljana with Hungarian capital Budapest and is connected to directions toward Vienna and Croatian capital Zagreb.
Local centres are also quite close – 25 km to Murska Sobota and 20 km to Lendava.
Due to the proximity of Hungary there is also a possibility to employ people from Hungary. Due to the fact that both countries are part of the EU and Schengen regime has been introduced last December there are no obstacles for such arrangement. The closest Hungarian centre is Lenti.

• Vienna: 245 km
• Zagreb: 145 km

In Kobilje we have a primary school, post office (ZIP code 9227), catholic church named after St. Martin. All infrastructural needs are covered including municipal waste water treatment plant that is big enough to accept waste waters from the industrial park as well.

Population and its structure

Kobilje had in 1910 approx. 1100 inhabitants. Due to the closed border on Hungarian side in the fifties and later ("Iron Curtain") and because of the migration of people to towns (there were no jobs in Kobilje) the number of population constantly decreased until 1980, when the number stabilized at current number with trend of slight rise.

Structure of the population has recently been significantly changed. While in the past most of the people earned their money with agriculture, today there are just a few farmers and most of the people work in industry or services. There are also a significant number of unemployed people, among them many educated people.

Strategic goals

Commune Kobilje has adopted its development plan whose main goal is to create the conditions for faster development of Kobilje by creating jobs for people of Kobilje and surrounding villages / towns.
Development plan is based on three pillars:

• Development of agriculture
• Development of tourism
• Development of craft production / industrial production

Taking into account that Kobilje occupies relatively large territory, these activities can be performed without negatively affecting each other. For each activity separate locations within the commune are dedicated.

For development of craft production / industrial production the Industrial park is dedicated, while other two activities are described in separate documents.

Description of Industrial Park

It is located at the east part of Kobilje, approximately 1 km out of village close to the public road Nr.  R2 439/1299, which connects Dobrovnik, Kobilje and goes further to Hungary (the closest village is called Nemesnép – approx. 5 km from Kobilje). The Park area is 31.043 m2 and is completely owned by Commune. At the park there are all necessary connections to:

• Electricity
• Potable water
• Sewage system
• Telephone
• Internet

The size of each parcel is not defined yet. Each investor can get the appropriate area for its needs up to the size of whole park.

At the industrial park we want to have production and / or service plants that meet the social and ecology criteria of the park and the commune. Acceptability of each project will be discussed with the investor.

Below you can find the number of people looking for job in our vicinity. Data has been collected from regional office Murska Sobota of Employment Service of Slovenia.

The data for December 2007 is shown.

Number of unemployed according to age

In the table only unemployed persons in the age up to 40 years are presented.
Data about the elder unemployed can also be provided.

Number of unemployed according to education

As you can from the table above the number of unemployed is high for all levels of education.

Number of unemployed persons from Hungary could not be provided but due to the fact that the economic situation in the border area in Hungary is bad we can with high degree of certainty say that the number of unemployed on the Hungarian side is even higher that on the Slovenian side.

Advantages of Kobilje Industrial Park

According to attractive location of Kobilje and its industrial park and according to stable economic situation in Slovenia, the Kobilje industrial park has many advantages:

• Convenient macro and micro geographic location of the Park
• Proximity of highway connection to national and neighbour capitals (Ljubljana, Vienna, Budapest, Zagreb)
• Available relatively large area under very favourable conditions
• Due to the fact that the size of each parcel is not defined yet, each investor can get the appropriate area for its needs up to the size of whole park
• All infrastructure available at the park
• In close proximity enough appropriate human resources available
• Stable legal and economic environment – Slovenia is member of EU
• Stable national currency (Slovenia was first new member of the EU that introduced Euro in 2007)
• Because of proximity of Hungarian border and introduction of Schengen regime also the Hungarian unemployed can be employed
  

Based on the facts presented in this document we believe that the Kobilje Industrial Park has all the characteristics giving the potential investor everything necessary for a successful investment.
